There is no JTAG programmer with this board.

if there is no JTAG programmer then how i will use it with mikroprog as i already ordered one(STM32)?

For programming the STM32 you don't need the JTAG programmer. STM32 board has a programmer kit included in the package (Basically its a USB to UART converter). If you need JTAG for real time debugging then you have to manage it separately. Currently we dont have the JTAG but We will have it in our inventory very shortly.

Can I place an order for a JTAG programmer ? The guide that comes with the board is in chinese, using google translate to use it. still can't figure out how to use the usb to uart to programme the chip. please help.

No. Anyway you can program this board with USB to UART converter, which is already included with this package.
